Well, I didn't manage to get everything done before I left on
vacation.  I underestimated the amount of work it would take to get in
everybody's patches, and I also underestimated the number of other
things I would have to deal with.

However, Ken Raeburn <raeburn@cygnus.com>, the binutils maintainer
before me, has volunteered to put together this release.

He'll probably send out a message in a few days about the branch, and
testing it, and so forth.
