The attached file contains a patch to allow the SHmedia PC-relative
relocations R_SH_IMM_LOW16_PCREL, R_SH_IMM_MEDLOW16_PCREL,
R_SH_IMM_MEDHI16_PCREL and R_SH_IMM_HI16_PCREL to appear
as dynamic relocations.  New test included.
