* elf32-ppc.c (ppc_elf_adjust_dynamic_symbol): Set plt.offset
to -1 and clear the ELF_LINK_HASH_NEEDS_PLT bit if the symbol
is not a function.

* elf32-s390.c (elf_s390_adjust_dynamic_symbol): Likewise.
