It looks like the result of merging of intl from gcc. It doesn't work
for me in gcc either:
make[2]: Leaving directory
`/export/build/gnu/gcc/build-i686-linux/intl'
Doing install-info in intl
make[2]: Entering directory
`/export/build/gnu/gcc/build-i686-linux/intl'
make[2]: *** No rule to make target `install-info'. Stop.
make[2]: Leaving directory
`/export/build/gnu/gcc/build-i686-linux/intl'
make[1]: *** [install-info-intl] Error 1
make[1]: Leaving directory `/export/build/gnu/gcc/build-i686-linux'
make: *** [do-install-info] Error 2
