Atleast prelink is not very portable.  It only seems to be available on:
Architecture: alpha amd64 i386 powerpc ppc64

systemtap has a simular problem:
Architecture: i386 amd64 ia64 s390 powerpc arm armel armeb

Changing the dynamic loader might be a good way to do this.
