I'm unaware of a specification of a minimum makeinfo version that's
required for building binutils, yet my admittedly ancient makeinfo
4.12 chokes on this. I also don't think the introduction of this new
(unconditional?) prereq to libbfd warrants the introduction of such
a baseline requirement.
I'll also commit a build fix to gas/gen-sframe.c later, to deal with
older build systems (glibc + gcc).
