I don't see this on an i686-linux -> i686-pc-mingw32 cross. Did you
start from a clean directory?

Yes. However, I think most of these failures are bogus, possibly even
due to changes in my build environment since the last time I built binutils.
I plan to go through these failures soon and investigate in detail.
