Hi,
I want a cross compiler, cross linker, cross assembler and maybe even a =
cross debugger.
The host system is windows and the target system is red hat linux.
Is it possible to compile the binutils on windows with a c compiler =
running on windows.
I tried cygwin and mingw but with no luck so far.
Is there a binary distribution of binutils from windows to linux ?
What are my options ?

Yes.

They can be made to work. I suggest you describe your problems in
more detail. There are also cygwin and mingw mailing lists where you
can ask for help too.

No that I know of.
