The GNU Coding Standards say that files in $(prefix) should be common for all hosts (and presumably to all targets), whereas files in $(exec_prefix) may differ from one host to another. Since bfd.h may differ from one host to another, it must not be installed in $(prefix), but rather in $(exec_prefix).
