Existing code was written and tested by building a large repo all at once (over
very many hours). Need to finish code that supports the more realistic
incremental use case where small numbers of new runs are added as they are
generated by the buildbot. Then relevant code should be factored out to
+common/commit_logs, +common/parse_dejagnu.
