It looks like the `add-oflag' rtx detects the basic overflow
condition. In this example:
(add-oflag x y z)
Is it sufficient to test if `x' (or `y') is negative to detect
underflow?

No -- if x=1 and y=-1, there is no underflow.
But perhaps this is not what you mean.
