crosstool-NG does not build oprofile.
It does, however, build the binutils libs for the target (libiberty and
libbfd), because, _IIRC_, those are needed by oprofile. But I never
actually tried, so I may be wrong.
But, in any case, it's up to you to build oprofile, and link it against
the aforementioned lib{iberty,bfd} libs.
