The following packages have been uploaded to the Cygwin distribution:

* libxerces-c31-3.1.4-1
* libxerces-c-devel-3.1.4-1
* mingw64-i686-xerces-c-3.1.4-1
* mingw64-x86_64-xerces-c-3.1.4-1

Xerces-C++ is a validating XML parser written in a portable subset of C++. 
Xerces-C++ makes it easy to give your application the ability to read and 
write XML data. A shared library is provided for parsing, generating, 
manipulating, and validating XML documents using the DOM, SAX, and SAX2 
APIs.

This is an update to the latest upstream release, which includes fixes for 
CVE-2016-2099 and CVE-2016-4463:
