Libvirt is collection of software that provides a convenient way to manage 
virtual machines and other virtualization functionality, such as storage 
and network interface management. These software pieces include an API 
library, a command line utility (virsh), and a graphical interface 
(virt-manager).

This is an initial release for Cygwin.  Due to lack of QEMU on Cygwin, this 
is primarily useful for interacting with remote hypervisors (particularly 
QEMU/KVM on Linux), but the virsh tool can also be used to a limited degree 
with Hyper-V.
