ISC BIND is a DNS suite.  It includes, among others, dig(1), host(1),
and named(8).

Please note that you will need a valid /etc/resolv.conf.  Unfortunately
there is no Cygwin resolv.conf(5) manpage currently, but there is
online, e.g.:
