The following packages have been updated in the Cygwin distribution:

* texlive-collection-bibtexextra-20151029-1
* texlive-collection-bibtexextra-doc-20151029-1

This is an update to the latest upstream release.  It includes 
biblatex-3.1, which is needed for biber-2.2.
