New versions of
SuiteSparse / libSuiteSparse-devel
are available in the Cygwin distribution:
3.2.0-2 for cygwin-1.5
3.2.0-3 for cygwin-1.7
These are new upstream versions
compiled with gcc-4.3.2
SuiteSparse is library for sparse matrix.
It is used to compile Octave

Cygwin now" link on the http://cygwin.com/ web page.
This downloads setup.exe to your system. Then, run
setup and answer all of the questions.
