The packages are currently marked as test, so they require manual intervention to install. If you are developing software on Cygwin or are a package maintainer you are encouraged to install the test version and report any problems (or lack thereof) on the main Cygwin list. The general release will likely be at the end of January. The GNU Binutils are a collection of binary tools. Most of these programs use BFD, the Binary File Descriptor library, to do low-level manipulation.
