This is a new upstream release. Upstream release notes can be found alongside other documentation in /usr/share/doc/tar/. ZStandard compression support is enabled in this release. This also fixes an accidental regression, where the cygwin build of 1.32-1 (since removed) lost the patches for text mount interoperability that were present in the previous version.
