New package: python-sphinx-1.2.3-1

Version 1.2.3-1 of python-sphinx has been uploaded.

Sphinx is a tool that makes it easy to create intelligent and beautiful
documentation. It was originally created to translate the new Python
documentation, and it has excellent support for the documentation of
Python projects, but other documents can be written with it too.

Cygwin packaging is identical to what had been available in ports,
bumped to the latest upstream version.
