    InternetOpenUrl can't handle NTLM proxies?
    
    Manually connect if InternetOpenUrl fails 12015
    
    This seems pretty terrible since we are connecting and authenticating for
    every file we download.  So maybe we should be make the host connection
    only once, anyway...
