I just uploaded a new version of Cygwin and its utilities to the
release-2 area.
This version fixes a problem with cygcheck not recognizing command line
parameters when starting via a cygwin program.
It also implements the suggestions that Dave Korn meticulously put forth
here:

This change is very experimental and I would like to hear if there are
any problems with it. Please send problem reports either to
cygwin-developers or the main cygwin list.
