Packaging looks basically ok, but there's a problem. Both packages, onc-rpc-devel as well as onc-rpc-headers provide the same set of include files. That has to be fixed. Btw., what's the idea behind providing the header files in an extra package? If I download a devel package, I expect the headers to be in there. So why not just provide a single onc-rpc-devel, that should be entirely sufficent.
