What happened to the release-2 area on cygwin.com? When I tried to see if
cygwin-1.7.0-10 was in place yet, all I saw was an empty directory.
Also, the setup-2 doesn't seem to be able to uninstall or downgrade
packages to their previous version. But maybe this is due to upset
creating setup-2.ini with fewer fields in relation to setup.ini.

Should be fixed, at least temporarily. For some reason the union fs
"forgets" everything under its path. I hope this can be fixed at one
point.
