A few questions not (yet) in the FAQ:
- The page does not mention cygport files, what about them?
- Is there/Should there be an option to transfer files from an external 
upload location (to save upload bandwidth)?
- Is bz2 still accepted?
- Is the new system mandatory?

They are already part of the -src package when you build with cygport; 
they have never been uploaded separately.

Why would that be necessary?

cygport generated .tar.xz packages now, so that should be moot.

This is the system we expect package maintainers to use now.

- After sending an (updated) SSH key, how long would I have to wait 
until access works? (The howto says it's handled automatically but it 
doesn't work after 15 min).

- How could access from different machines be set up? (which would 
typically generate unique keys...)

- Why is the identical src package expected to appear twice in different 
directories? (I hope the hard link option of sftp is supported - once it 
works - so at least upload can be shortcut but still..)

This is actually what it says:

> Requests are handled manually and are acknowledged publicly in response
> to email to the cygwin-apps mailing list.

When you see that ack, then you may upload.

Because upset (the script that generates setup.ini) looks at x86 and 
x86_64 as separate repositories.

Ah, I was confused by the sentence two paragraphs above "It is read by a 
program..." so I thought it was fully automatic, sorry. So I'll be 
patient...
