Hi,
I maintain the cygwin port of lyx. Lyx will release 1.5.0 soon but
1.5.0 is based on qt4. I can compile lyx 1.5.0 with qt4 open source
myself, but I think it is impractical (or illegal) to distribute qt4
with lyx. Will there be a qt4 package for cygwin in the near future?

Hard to say. Qt has a number of quirks which make it difficult to port
to other platforms. I last tried with 4.1.x and it would compile but
nothing based on it would run.
I intend to try again soon with 4.3.0; if it works, it will be added to
Cygwin Ports for testing before landing here.
