Then you need to put this into .cygport.conf to actually produce
.tar.zst archives:
CYGPORT_TAR_EXT=".tar.xz"
The default compression level can be changed as follows:
CYGPORT_TAR_CMD="env ZSTD_CLEVEL=19 tar --group nobody:65534 --owner nobody:65534 -J"
