Subject: Are the dependencies in libpq-devel broken? (Re: [ITA] ruby-mysql2 0.5.5)

I have libpq-devel installed but libpq5 is not installed.

Therefore, it seems to be failing to create hints.

https://github.com/cygwin/scallywag/actions/runs/5037987712/jobs/9035199432#step:6:1480

```
which: no cygpq-5.dll in
(/cygdrive/d/a/scallywag/ruby-pg/ruby-pg-1.5.3-1.x86_64/inst/usr/bin:/usr/local/bin:/usr/bin:/usr/bin:/usr/local/bin:/cygdrive/c/Windows/system32:/cygdrive/c/Windows/System32)
```

Can you fix the dependencies in libpq-devel?
