There's an issue[1] open to unbundle it and use distributions' own versions, but libpcre2 hasn't been packaged for Cygwin yet. Yaakov, are you interested in packaging and maintaining pcre2? It builds fine OOTB for me, and it looks as though your cygport file for pcre could be used with only minor changes. Since you already maintain pcre, OTBE I think it would be better for you to own pcre2 too. But if you're not interested in doing that, I'll take it on.
