commit 7a26e19d4f43f71b4f6940ef9219589d7d5e7c05
Author: Corinna Vinschen <corinna@vinschen.de>

Cygwin: devices: drop MAX_CONSOLES and fix FH_CONS_MAX

FH_CONS_MAX should refelect the fact that we allow 128 consoles, even if
    it's unused.
