commit 26cc7769b4b587564b610845eed9bf4efb1b16f7
Author: Corinna Vinschen <corinna@vinschen.de>
Date: Tue Dec 17 16:44:54 2019 +0100

    Cygwin: autoload: Add missing GetProcessGroupAffinity/GetThreadGroupAffinity

Both functions were introduce with Windows 7 only, so we need to
autoload them for the sake of Vista/2008.
