commit 5f3a301fd5b5b7bbee3d04805ef24139d616b5ea
Author: Jon Turney <jon.turney@dronecode.org.uk>
Date: Mon Oct 26 17:53:06 2020 +0000

Cygwin: Drop passing '-c' compiler flag into gentls_offsets

That script appends a '-E', since we only use $(CC) to preprocess, and
thus adding '-c' is having no effect.
