commit 7d5efba7967ba22592b7ae9cf9877120cc9792db
Author: Jon Turney <jon.turney@dronecode.org.uk>

Cygwin: Drop duplicate C++ flags used to build utils

'-fno-exceptions -fno-rtti' are already present in the compile command
COMPILE.cc set by Makefile.common, so we don't need to add them to
    CXXFLAGS as well.
