commit cb4b4548c828d3975266571190d67650d374339d
Author: Ken Brown <kbrown@cornell.edu>
Date: Mon Jun 6 10:44:01 2022 -0400

    Cygwin: remove ntsecapi.h

This was a wrapper for w32api/ntsecapi.h. It was introduced to fix a
bug that only affected 32-bit Cygwin, so it is no longer needed.
