    Cygwin: /proc/locales: use modifier when checking default codeset
    
    Drop usage of newlocale/nl_langinfo_l/freelocale.
    Call __set_charset_from_locale instead, and make sure to call it
    with modifier, if any, otherwise suffer wrong results.
