In my case I upgraded to a then current cygwin/XFree86 setup. XDMCP seemed broken 2 weeks later I upgraded again. (Several related updates.) XDMCP was working I have since upgraded to SUSE 9.0, so I can't tell you for sure how I had things configured. If I were you I would start out by making sure you have the current release of everything cygwin/XFree86.
