Is there a file/way to run setup.exe so that a specified set of packages are installed? I say this, because the only way I know to clean up the install is to delete it, and re-install. No idea how/why that happens. Remove the DISPLAY setting. Update your installation (your cygwin package is out-of-date). You also have a couple of orphaned installations of Cygwin.
