Here is a slice from setup.log
2010/08/23 23:47:07 running: C:\cygwin\bin\bash.exe --norc --noprofile 
/etc/postinstall/fltk.sh

A workaround for this problem is reported at [1]

mkdir -p /etc/xml
edit /etc/postinstall/libglade2.0.sh to add --create
/etc/postinstall/libglade2.0.sh
