Perhaps you could try the lastest xkeyboard-config from git and confirm that the change is correct :-) If you have any other issues with the xkeyboard-config data for the german keyboard layout, it might be more efficient to engage directly with the xkeyboard-config maintainer, as he has a lot more expertise in this area than I do.
