can or can't startx

can or can't startx

I already follow Jerry Lowry's suggestion delete the whold cygwin folder and reloand the cygwin
at a newsite 
http://cygwin.lowprofilelinks.com
but it did not have cygwin-x folder
and startx still nobt work--------
