I installed Cygwin 64 bit on my laptop. This one has a Belgian keyboard
but in graphic mode the default keyboard is a Belgian keyboard. How do I
change this configuration?

You don't say what layout you want, but does [1] help answer your question?

You can change the layout using the X server option -xkblayout, or the 
setxkbmap command.
