[ANNOUNCEMENT] Updated: Qt libraries and bindings

I have updated the Qt libraries as follows:

* Qt4 has been updated to 4.8.4
* QScintilla2 has been updated to 2.7, with an ABI version bump
* Python (2&3) bindings for Qt4 and QScintilla2 have been added
* Phonon has been updated to 4.6, and GStreamer backend added
