I use win98.
I just wanna use cmd.exe like bash shell not
command.com
free scroll, cut and paste, input locale language,
etc.

is it impossible really??

This is off-topic, but...
The Microsoft Platform SDK (or whatever it's called nowdays) contains a copy
of cmd.exe that runs on Windows 95 in Bin\Win95\Win95Cmd.Exe

Try win95cmd or reactos-cmd, coupled with consize.exe.  All are 
available here:

It is offtopic, yes. And it's been covered here before. Also note that
ReactOs have a win9x compatible cmd.exe, and I think it's on Chuck's
site these days.
