Vi (Vim is available as a separate package from

ftp://ftp.franken.de/pub/win32/develop/gnuwin32/

Sometimes you just have to go back to
http://sourceware.cygnus.com/cygwin/link.html

and dig out what you need.  There is apparantly much more stuff available
Cygwin then MKS Toolkit.
