Vi (Vim is available as a separate package from

ftp://ftp.franken.de/pub/win32/develop/gnuwin32/

Sometimes you just have to go back to
http://sourceware.cygnus.com/cygwin/link.html

and dig out what you need.  There is apparantly much more stuff available
Cygwin then MKS Toolkit.

It is the mission of the cygwin developers to concentrate on the POSIX
layer of the package giving you the ability to build whatever tools
that you need.  Besides there are already ports to win32 of vi or vi
lookalike editors as well as the emacs editor.

I've since then learned that it is included as a standard part of the shell
