For anyone who likes to try:

Windows server 2019 x64
User: domain\jenkins$ is a gmsa

Here is my working SSH invocation, after adding my user to the local administrators - will update later to use --no-admin:

$ ssh oss-cygwin-jenkins-node -l 'jenkins$' -t 'c:\inst\setup-x86_64.exe -q -f -R c:\cygwin64 -l c:\inst -P libgcrypt-devel,asciidoc,cygport,gcc-g++,libpoppler-cpp-devel,libpcre-devel,dejagnu,texlive-collection-latex'
