I assume you don't see /tmp/d
Is there a cron.log file in the Administrator HOME or some cron related files in /tmp?
They may contain error messages.
Note also that the -D switch is obsolete (although still supported in the Cygwin port).
usage: /usr/sbin/cron [-n] [-x [ext,sch,proc,pars,load,misc,test,bit]]
