What I can tell is that compiling a 32 bit app on a = 32 bit Cygwin on a 64 bit Windows works and that such an app runs fine on 3= 2 bit and 64 bit Windows. I test this regularly. I can't comment on how to = compile something on a 32 bit Windows, I didn't do this in a while.
