There are fixes for localtime, affecting zdump, and zic, and tzsetwall is deprecated in preparation for removal in future releases. Removal of tzsetwall *could* be in the next release, as the current maintainer has been aggressive in pushing changes regardless of downstream impacts rasied in advance, although he has been responsive in providing mitigations in later releases. -- Take care.
