The alternative is not to bother with tarballs and fetch it from CVS
instead:

CVS_URI=":pserver:anoncvs@cygwin.com:/cvs/cygwin-apps"
CVS_BRANCH=v${PV//./_}
inherit cvs

HOMEPAGE="http://cygutils.fruitbat.org/cygutils-package/"
